TRSL Board of Trustees

The TRSL Board of Trustees meets monthly and is made up of  17 members. Twelve are elected by TRSL members or retirees, and five serve by virtue of the office he or she holds--four are ex officio and one is appointed by House Speaker. The TRSL Board is responsible for safeguarding and managing the assets held in trust to provide retirement income for system members. Each trustee serves as a fiduciary—someone who holds assets in trust for a beneficiary.

A fiduciary is required to act with scrupulous good faith and with the best interests of the beneficiary always in mind. The TRSL Board is also required to adhere to the "prudent-man rule," which requires each fiduciary to act with discretion and intelligence, seek reasonable returns, and preserve capital. Members of the TRSL Board must also complete continuing education or professional development training each year in investments, actuarial science, law, and ethics.

TRSL Board members
  • Seven district representatives. The seven districts include all parishes in the state, and each TRSL member votes in the district where he/she is employed. These seven Board members represent all active TRSL members not represented by one of the elected Board members described below the districts.
 
 
District 1:
Ascension, Jefferson, Plaquemines, St. Bernard, St. Charles, St. James, and St. John parishes
 
 
District 2:
Orleans, St. Tammany, and Washington parishes
 
 
District 3:
Assumption, East Baton Rouge, Iberville, Lafourche, and Terrebonne parishes
 
 
District 4:
Bienville, Bossier, Caddo, Claiborne, DeSoto, Lincoln, Natchitoches, Red River, Sabine, and Webster parishes
 
 
District 5:
Caldwell, Catahoula, Concordia, East Carroll, East Feliciana, Franklin, Jackson, Livingston, Madison, Morehouse, Ouachita, Richland, St. Helena, Tangipahoa, Tensas, Union, West Carroll, and West Feliciana parishes
 
 
District 6:
Allen, Avoyelles, Beauregard, Evangeline, Grant, Jefferson Davis, LaSalle, Pointe Coupee, Rapides, St. Landry, St. Martin, Vernon, West Baton Rouge, and Winn parishes
 
  District 7: Acadia, Calcasieu, Cameron, Iberia, Lafayette, St. Mary, and Vermilion parishes
 
  • One representative for parish/city superintendents. This seat is elected by active members employed as a parish/city superintendents of schools in Louisiana.
  • One representative for state colleges/universities. This seat is elected by TRSL members employed at Louisiana colleges/universities.
  • One representative for school food service personnel. This seat is elected by active members who are paid with school food service funds.
  • Two representatives for retired TRSL members. These seats are elected by retired TRSL members.
  • Five ex officio and appointed members. the State Superintendent of Education (ex officio), the State Treasurer (ex officio), the Chair of the Senate Retirement Committee (ex officio), Commissioner of the Division of Administration (ex officio), and the Chair of the House Retirement Committee (appointed by House Speaker)
