Regular Session News #4: House Retirement Committee moves first retirement bills of the session forward

The House Retirement Committee met yesterday and considered two bills affecting TRSL. 

House Bill 10 (Rep. Edmonds) was reported favorably. This bill would change the computation on the limit of average compensation (for purposes of calculating retirement benefits) when a member has an interruption in service of more than 10 years.

The committee also reported House Bill 8 (Rep. Bourriaque) favorably with amendments. HB 8 would waive the 25% cap on earnings (per fiscal year) for re-employed retirees hired as PreK-12 substitute classroom teachers. The bill was amended to remove a proposed waiver of the 12-month waiting period and a provision that the changes to the statute would only apply to parishes with a population of 10,000 or less.

Additionally in Thursday’s meeting, the committee passed the following retirement-related resolutions:
  • House Concurrent Resolution 9 (Rep. M. Johnson) requests that Congress consider eliminating or reducing the Windfall Elimination Provision (WEP) and the Government Pension Offset (GPO) Social Security benefit reductions.
  • House Resolution 21 (Rep. Harris) requests that state retirement systems report to the legislature on alternative methods for providing permanent benefit increases to retirees.
All of these bills and resolutions now move to the full House for consideration.
Coming up next week

The Senate Retirement Committee is scheduled to meet at 8 a.m. on Monday, May 11. The following resolutions affecting TRSL are on their agenda for consideration:
  • Senate Resolution 15 (Sen. Price) requests that Congress consider eliminating or reducing the Windfall Elimination Provision (WEP) and the Government Pension Offset (GPO) Social Security benefit reductions.
  • Senate Concurrent Resolution 34 (Sen. Mizell) urges and requests that state retirement systems report to the legislature on alternative methods for providing permanent benefit increases to retirees.
