Retirement security in a changing world
TRSL is the state's largest public retirement system, providing services and benefits to more than 160,000 individuals. Founded in 1936, TRSL is a governmental defined benefit plan qualified under Section 401(a) of the Internal Revenue Code as a public trust fund to provide retirement benefits for its members. TRSL is funded by member and employer contributions and earnings from investments. TRSL is governed by a 17-member Board of Trustees.

Our goal is to provide exceptional member services, including accurate and timely benefit payments to all eligible retirees, beneficiaries, and survivors.

Note:
On May 16, a substitute bill for HB 68 was adopted. The substitute bill makes technical and substantive changes to the provisions of the cash balance retirement plan and delays the implementation of the Cash Balance Plan until six months after the state receives a favorable ruling from the Internal Revenue Service (IRS) regarding the Social Security equivalency of the plan. The bill also establishes a 10 percent interest credit cap on a member's Cash Balance Plan account and exempts certain judges from mandatory participation in the Cash Balance Plan.

Changes for Current Employees - Final Average Compensation (FAC) & Contribution Rate
HB 57 Rep. Pearson Provides for a 60-month final average compensation and incrementally increases the contribution rate by two percent for current and future members of state retirement systems; provides relative to the actuarial liabilities of state retirement systems.

HB 61 Rep. Badon Provides relative to the establishment of a split benefit calculation for certain members of state and statewide retirement systems when a member's monthly earnings exceed average compensation for the previous 12 months by 30 percent or more.

HB 643 Rep. Miller Provides with respect to the payment of UAL and other retirement obligations from MFP to determine state-funded per pupil allocation for charter schools, course providers, and scholarship schools.

RETURN TO WORK
HB 60 Rep. Talbot Relative to state and statewide retirement systems, requires the suspension of benefits for re-employed retirees who retire on or after July 1, 2013, and prohibits the accrual of additional benefits during such period.

NOTE: On April 25, a substitute bill for HB 60 was adopted by the House retirement committee that would prohibit the following employers from enrolling new employees in TRSL after July 1, 2013: Louisiana Federation of Teachers, Louisiana Association of Educators, Associated Professional Educators of Louisiana, and Louisiana Resource Center for Educators. The substitute bill contains no references to return-to-work provisions. A new bill number has not been assigned by the full House.
LOUISIANA HIGH SCHOOL ATHLETIC ASSOCIATION MEMBERS (LHSAA)-REMOVAL

Rep. Seabaugh Removes employees of the Louisiana High School Athletic Association (LHSAA) from eligibility for membership in the Teachers' Retirement System of Louisiana (TRSL) and provides for a refund of employee contributions to those members.

TRANSFERS BETWEEN RETIREMENT SYSTEMS
SB 14 Sen. Martiny Provides relative to transfers of service credit between systems and would authorize individuals transferring service credit to a system with a higher accrual rate to elect to purchase the accrual rate of the receiving system by paying all actuarial costs.
